Only theoretically. AFAIK SegWit enabled an option to somehow compress the data so that more than 1 MB could be used. But all Bitcoin changes are backward compatible so for non segwit adressess 1MB limit must still work.

There were attempts to change the consensus and increase the Block Size limit to 4 MB, but it was rejected (and Bitcoin Cash was born - it has 4MB block size).

So I am really no aware of any change of consensus and I believe 1 MB is still valid otherwise pre-segwit adresses would not work. Or am I missing something?

It's 1MvB, which is 4MB.
