Reminds me of California. They are just redistributing the wealth, right? This is what socialism leads to. Socialism is itself immoral in that it sanctions theft. Since taxation itself is robbery, you have the government engaged in crime when it is supposed to punish it.

In places were money has lost all its value, tobacco and alcohol are known to be easily exchangeable goods. Sarajevo experienced that during its siege in the 90s. If a bottle can feed a meal for a family once exchanged, it would make sense to target that out of desperation. That liquor isle is a bank.
