Interesting! So I would run this in the same directory as where my relay is running, and it has to be done manually? As in, can this be run as a service periodically? Sorry if these are silly questions!

It works at network level, the directory/pc/server is irrelevant.
Yes, you can put it in a cron, but in this case you should update every time the REQ with an appropriate "since" param to avoid to request already pulled events.
