It is true, although I would also add that Cuba always wanted to promote its vaccine and even denied other vaccines such as the Chinese one, which was only used for people who were leaving the country and the destination country required a vaccine certified by the WHO
Cuban doctors are some of the best in the world. We have a student exchange with Cuba here in South Africa, and our students go there to learn too. No doubts they would have found a vaccine.
That's the thing about the human spirit, no matter how much you try to crush it, it will find a way to innovate and adapt.
Health in Cuba is a more complex issue, as the system is one of the worst in the world...
The case is different, I have met very good doctors who are equally affected by the shortage and lack of technology and adapt to what they have, even violating the established protocol to help
