Resources are finite. Not everyone is Jason Bourne . They can only go after so many targets. They have to focus on the material ones lololol
3 letter agencies only go after political opponents now
Not enough resources to do anything else
They fall for the scam. That the gov has this omnipotent, omniscient power that it actually does not. This is rules for radicals 101. It worked so well it almost made it into my brain, but I know better thankfully.
