It’s literally impossible to completely secure computers. There will always be some kind of opening. The best you can do is try to minimize the pain.
My favorite way to secure sensitive data is to never collect it in the first place.

Step 1: Make a bunch of companies collect sensitive data about their customers.
Step 2: Steal the data.
Result: you get the data you'd get from centralized surveillance from a population that would actively resist it.
