Maybe there should be no subsidies? No stealing from productive to give to unproductive would seem like a clever idea.
Esp. now with AI it's going to be a lot of "fun". Probably getting to a point of practically DDOSing the institutions. That will lead to adoption of AI in said institutions to filter through the fraud/spam. Basically making it impossible for the little guy on the receiving end of the subsidies to get anything. Can't wait to see it happen.
