Sounds similar to Wire transfers (vs ACH) in the US. Costs, but all the security work on the bank's part is up-front before they tell you it's sent. I had to send one a while back (down payment on a house) and my bank waived the fee, and it showed up quick. Not Bitcoin quick, but still, quick.
