Can't use it in flight mode? I'm not interested. Can't select my own relay? I'm not interested. No NWC? Not interested. No support for an external signer? Fuck me. Not open source? Guess what, I'm not interested.

You have an on-device relay (like Citrine on Android, for example) so you can interact with stuff and do stuff, and once you're online again it propagates outward to other relays.

In a social media context that means that you can still like/comment/subscribe/etc and post things, so it "feels" like you're online and most things just work.
