No particular model, but anything that can also receive shortwave radio.
Ham radios are the best for picking up NOAA broadcasts and a great prep even if you don’t have any interest in getting a license. I have a Yaesu 300D that I got from https://radiomadeeasy.com/
He has great packages that put together a radio/battery/atenna and carrying case for the novice so you don’t have to guess. A 5 minute phone call and he’ll tell you what you need without overselling to you. He’ll even program the radio for you.
They also have great training courses.
No one needs a license to broadcast during emergency situations.

Baofeng UV-5R. It’s very economical, prolific, durable, and can do many other things.
It’s worth knowing how to use one, you just need to find your NOAA station.
