When you zap, you fetch an invoice from the wallet providers site of the user who you zap.
So it depends on the wallet provider of the person you try to zap in my opinion.
So if one wallet provider has an issue, you can't zap the person.
But it means it might work with others.
So short answer, it might be a wallet issue on the receiver side.

I think it was a issue with WOS.
