I think this shouldn't be really hard to do. And if I'm not wrong, if relays works as I think, the bot wouldn't even need a database or any cronjobs. The only thing the bot would have to do is to publish the note with a future time corresponding to the request of the user.

The only tricky part would be handling of the time value provided by the users. Ideally it should handle a bit of fuzziness.
