Yeah read those and every other book on blockchain or bitcoin. Yeah theres key differences of course but when it comes down to humans the common man its always very different scenarios, plus being in the united states the government is already fractionalized to the state level it would be harder for them to do what the yu an is capable of as we are not a communist government.
The current federal government IS doing this as we speak and is basically a dictatorship at this point.
