Sounds like he’s confusing autonomy with censorship.
Illiberal people automatically think that free people should disregard moral and self rules and values. They really struggle to grasp that people are smart enough to self regulate for their own good and communal good (that is another way to achieve self good). The only anarchy they know is chaos. That is not anarchy but idiocy.
