I know ordinals were built on taproot largely because of the loosening of witness script rules. What were these rules and why were they loosened?

Here's a pretty long #[2] twitter thread on how f2pool is bad at counting sigops. But what even is a sigop? Why is the limit 80k per block? Are there other weird rules too? What about the limits that were left in place?
