Offshore exchanges are probably the easiest way but I'm not sure if some have better luck dealing with their banks than others.

I could answer for Argentina (short answer: easy but increasingly expensive) but Egypt is such a cash driven place that I envisage guys on street corners selling USBs. :)

P2P platforms like robosats or bisq would be the best idea.
Bisq can also coordinate face2face purchases in cash if they have no access to wise, revolut or banking services.
But to start using bisq you need some sats.
They buy stables from "merchants" via face to face p2p for a small premium
Merchants get stables from buying from locals at 1$ and/or have someone abroad buy stables and send it to them
Most used exchange is Binance
