Do you literally want the media file to be split up into parts? Like Bittorrent integration or something?

That's not going to work. What you want is the ability to store media in a variety of locations, which lots of clients already integrate.

split up in parts? do you understand how bittorrent works? is the goal of bittorrent to have parts of files?

yes stored in multiple locations aka distributed, probably not that hard to do except which ever client adopts it will likely be incompatible with others, it could be stop gapped tho

That's dumb, there's literally no reason to do that. You'd just be making things inefficient with almost no benefit.

so if someone alters a url linked file, like delete or replace it, what do we do?
