The threat of conscription should be met with the burning of warehouses and weapons depots. Make the draft so costly that it is never spoken of again.

I hear you, but any cause that requires conscription is an unworthy cause.
NGL, most Western nation states would fail hard at getting enough volunteers to fight off anything more dangerous than a housecat. But maybe that's a sign that they are failed and don't deserve to win in their present forms...
