I was thinking more as in it's legitimizes the state as an entity in the collective mind. You'll need a permit for this and that which gives birth to other agencies part of the same leviathan. It's a cascade of agencies and each is taking a cut while the average contributor it's more and more hypnotized by "who else would build the roads?". Hence to my previous joke.
