Probably but is a case sensitive because a failure then you have an intercontinental missile without needing of AGI lol
It will probably start with a company, like SpaceX, doing it first and proclaiming “this is the first satellite delivery rocket completely designed by AI!” Then a few years later some 3rd-world nations and non-state actors will do it with open source models, of course not to US regulators’ amusement.
