Someone is trying to create a web of empty profiles, to game the trust scores. All the profiles with 10-20 followers follow the same people, all without notes or replies, and all following several 100 people in the hopes they get a follow back.
How does that game WoT? As long as your follows don't follow the bots, it's as if they are in a different universe.

Some people follow back, and if that happens enough, the WoT breaks down.
I guess the solution is people need to be more diligent about their follows since it's essentially who they kind of trust.
