I screen shot this yesterday on NCDOT of the folks working on rebuilding the berm in the canal zone, here on Hatteras Island. I am not sure what the reasoning is to keep going when there is a few feet of water on the road and ocean just flowing. I can only imagine that it is trying to stay ahead of it. Just seems a bit like Sisyphus pushing that rock.
