It's nonsense. The process of civilization is the process of becoming more civilized. A sufficiently advanced civilization would not see us as a threat. Would not bother with us at all. Once we are civilized enough to even discover another one, we would not be a nuisance to it. Aggression doesn't fit that form of life.
