It could be. More about supporting a federation of interoperable apps though.
When other devs have tried decentralized identity it's typically been tied to another function like a wallet or messaging app. You need some other incentive/utility to bootstrap usage.
Nostr on the other hand already has identity, auth, and social graph built into to the protocol. The other apps on the network are the utility.
