Anonymity and untraceability are big musts. Other than that, not sure any more requirements :)

This is exactly why I developed Anonostr.com with support of Tor relays and a relay hop feature to make it harder for a single relay to track you. The client is a PWA with a single html file they could load from their own desktop. The file hosting side of it wouldn’t really need to be Nostr integrated, so much as it is about getting the messages out. They could simply run OnionShare on their machines and it allows accessing the files through Tor.
