Every jerk wants to join the winning team

The problem is not so much that people won't talk about it, though for some it is, understandably, hard to discuss it in public. There's been an endless stream of reporting on it, but it doesn't get the most clicks.

Iow, the problem is mostly that people won't listen when it is reported, or won't get outraged by this abuse of power. I mean to be fair it's a strange and difficult thing for the average man in the street to take in.
