Both. (It's 1886 now). Many houses now have gas lighting and indoor plumbing, the railways have reshaped the economy, changed which goods are available where, things from all over the country and Empire. After protests and a sporadic start, the Industrial Revolution is now fully underway, but with that comes pollution, there is still war and strict societal rules.
