Not directly, they are different L2 but yes in some exhanges as Boltz, Sideshift or Bitfinex you can swap easily and No KYC.

Is the value the same on both networks. And are both networks meant to mimic each other for bitcoin in circulation

The value is the same in BTC and L BTC. You can check how many LBTC are in the network in mempool
