I get that part but where does it get data from? If it's local it's not like it has other users data on it so I'm not seeing the point

It is a backup of your data, it is your own personal relay.

For example, if for some reason you delete your follow lists, you restore them immediately with this relay.

And it still keeps your every note in memory.
