Absolutely. Something like that could be secp256k1 , everyone needs to use it to atleast be decipherable on the protocol, everything else is almost optional.

I think NIP-01 is really the only thing you really HAVE to do in Nostr. The rest is just people trying to set the rules for everyone else.
Only time and real users of live nostr services will tell what else is being agreed on en masse.
