What is Nostr’s defense against bots? Obviously limited at the moment but isn’t that a protocol level issue potentially?

Individual relays are capable of implementing forms of censorship. Usually this means blocking rapid messages that are too similar.
Clients are also capable of similar censorship.
This means that while you might see spam on one client, you might not on another
