The whole "I want complete power, then I'll destroy all deserters!" is kind of like Kung Fu; it makes sense if EVERYTHING goes according to plan.. But once you take a hit to the head, you are even less likely to dodge the next one, etc.
It relies upon you always winning, and never losing, else you be the one losing his head.
It was actually the norm for every single successful empire after Rome fell. You had to affirm the state religion, and laws were informed by that religion.
That doesn't mean you're automatically killed if you have a dissenting opinion, but you'd better not make a problem about it.
