Afaik _VAULT would enable the state to force regulated financial institution to programmatically limit movement of bitcoin to only to other institutions via predetermed addresses.

This may help the fiat folks to lock a huge part of the bitcoin float inside the fiat financial system.

I am not sure we should make this kind of stuff easier for them. Thus i am on the fence with regard to an OP_VAULT softfork.

As with most new tools I could also be used to better secure bitcoins against state attacks.
