Would this work like a cost to DM the first time, or for every DM?
Would be configurable by the user. Probably one time fee would make sense initially, then could add more options later.

That sounds very reasonable. I think people would understand it well. You could even refer to it as "opening a channel" which folks on here could relate to lightning nodes.
