i hate how people think people exploit the government for welfare benefits, when the truth is more that the government is failing to help people find jobs. this idea of having the unemployment office is largely pointless. i'm not aware of a single country where this performs a useful function. they mostly just tell you to go to their website to fill out forms, so there's almost no point to showing up there.

The type of person who could understand an applicant and connect them to a non-terrible career is getting paid a lot more in private industry to do something else.

It's kind of a trap of bureaucracies in general. They aggregate the people who are not good enough or motivated enough to go somewhere else.
