when a county is not dependent on the tax receipts of its business it ceases to be interested in the productive capability of it's citizens

Heard this idea during the scamdemic. I had to pause for a little bit because logically, this has to be true. When the monetary system is disconnected from the real world, why should the monopoly on violence care about the productive class?
