Very similar to Socialised healthcare. You pay a bunch of taxes so the government can provide free, high quality healthcare for everyone, but when you actually need to use it you find yourself on a 5 year waiting list. So you pay another bunch of money to a private insurance company who will take your money but ultimately decline your claim if you try to use it.
