Serious question: Is the app creator legally responsible for the content in it?

I believe it shouldn't work this was, but we all saw what happened with Ross 😔 fucking feds

The creator is generally not, but the shipper to a market (like a PlayStore or an F-droid release) might be. It just happens to be the same person for Amethyst
