The sooner proposals like CTV are implemented, the sooner blocks can get smaller. Assuming of course we deal with spam too (so it doesn't just fill up the gained space)

How will covenants be implemented so it avoids high volume players to create silo's of whitelisted addresses?

Example: Gov asks payment in BTC and only sends back to pre-signed address that's only able to interact with a whitelisted address again?

I guess this could be done by any high volume player then?

Gov can already do that by demanding to be a cosigner.
