Then why dont they build in in the USA? We have Toyota plants. I'm pretty sure it's not allowed.

Toyota finds that the Tacoma is a better market fit for the US, so they manufacture it here and removed the Hilux from the American market. We get the Tacoma. Everyone else gets the Hilux.

That's because American regulations would not allow this truck to be sold.

Do you remember the last time you saw a small truck sold in America?

Like 20 30 years ago.
