Whenever the analysis of a verse or topic consists of about 2 seconds of thinking and follow up questions aren’t tolerated. Another example would be during Covid when “love your neighbor” was used by big-brained Christian thought leaders to pressure Christians into getting injected or wearing masks.

To your point--Rom 13:1ff is a continued thought about not taking vengeance in the tail end of the previous chapter. It's too often read out of that context and treated like it's a 'blank check' for the civil authorities.

I look to Matt. 17:24-27 more than Rom 13 on the question of taxation...
