People like to share with their close friends and families. The idea of sharing with the world is not that important.

Yes we are social creatures, but we are very tribal.

I would like to share photos of my life with my family only. I don't want the world to see it.

Maybe that's a combination of small private self hosted relays. Not sure how else it could be implemented.
