i think attraction has two separate components

there is non-sexual attraction to the face and sexual attraction to the body

the non-sexual face attraction is largely independent from age of puberty thus we can appreciate a beautiful girl long before she reaches puberty for example i will assume Kristina Pimenova is about 8 years old in the pic below:

on other hand a girl's body undergoes a transformation when she reaches puberty. for example i will assume Emily Feld is about 15 in the picture below and that to me is sexual peak:
