I don't know. I don't think so and I think the whole "well you uh waited to make a major geopolitical move" shit is just an ankle biter argument. If he had done it in 2014 the same group of people would be make the argument that he should have waited.

He's not impulsive. I don't think Moscow ever wanted all of Ukraine. They didn't even want this to happen, but the actions of separatists in 2014 forced their hands.

They had also just taken Crimea and the US was much more politically unified back then, I don't think the Russian economy was as well off ect. There would have been much worse consequences to moving then than now.
