And to answer your question, it is generally deemed better to be proactive rather than reactive. It's always advisable to take preventive measures over addressing the issue once it has already happened. Being prepared early on insulates against certain risks and boosts success since you'll learn from mistakes and be recovered before sully-sided as once had been anticipated. However being reactive is not always a vice as sometimes its necessary over risk mitigating when some risks come up unexpectedly random!
