Does anyone (in Ukraine perhaps) know how a friend I send bitcoin to in Ukraine who is sometimes near the front line and sometimes further west) can access it in fiat form (dollars or hriven) or get it into fiat form on a debit card to use for everyday expenses?

one way - he need to register on some exchange, move bitcoin there, then sell it to other people in ukraine through p2p method. that way he will get hryvna on his usual debit card. minus here is that probably selling bitcoin price can be low.
another - start first method then make personal contacts with people who regularly buy bitcoin, probably through lightning
