Depends if the loan was real money or created out of thin air.

I guess to clarify, I’m talking about a situation where government steps in to pardon loans. Even if it was real money (like bitcoin) the government would be using funds gained by and meant for the public (not just select debtors) to make that payment.

…well, or at least basically. Something like that. As far as two people make a consensual contractual agreement (including debt) interfering in it from the outside is to break the contract by proxy, essentially a convoluted form of theft.

Agreed. I could see it be a donation/gracious act if the intervening party is either an individual or charity using only their funds and with consent from the debtor(s) and creditor(s).
