It's probably the age group. The graph is for ages 22-35, each year. So in 1995 a 25 year old grew up in the 1960's and 70's getting all the tasty lead
The only correlation I can think of would be lead poisoning increasing in the younger age groups due to exposure in cheap chinese shit that has been imported like the toys and baby stuff that was found to be contaminated with lead.
Even then I can't see it being enough to cause the numbers to rise that sharply. Something doesn't seem right with this graph to me.
