Not into monero, but if its an "up to" deal, then their heart isn't in it. They'll probably accuse the cracker of some crime and then excuse themselves of any payment.

I think any government would be eager to pay money to break a sovereign currency that competes with its corrupt currency.

The hacker would be a hero to regulators.
