This is aggressively shopping the weekly ads, digital deals, member deals, and "manager special" or other discount bins of Kroger and Safeway (actually bought by Kroger, but still operating separately here for now). When I do find something, I buy as much as they have on the shelf, or according to their deal limit, and put it in the freezer. I routinely buy roasts and cut them into steak myself. I don't buy thin-cut.
This approach doesn't work at most discount grocers (WinCo, Grocery Outlet, etc) because they just don't offer the big sale discounts on top of what they think of as already discounted. It doesn't work at Costco either, as they don't have to market sales aggressively. Their volume allows them to set a fair price, but a higher price than I want to pay.
I'm planning to start buying from a local rancher as well, and will pay more for it. This will make me even more picky about what I choose to pick up at the supermarket. Lately it has been chuck roast, london broil, and petite sirloin. None of that is super great, but it gets me through the week, and is better, in my opinion, than mince.
